Brain Gain – the Instruments

The EU conference on ‘Brain Gain – the Instruments’ was held in 2004. The two-day conference included preparatory workshops, and the outcomes were presented and discussed in a plenary session. Conclusions and recommendations on the international mobility of ‘brains’ are available to download.
The conference on 'Brain Gain – the Instruments' (The Hague, 29-30 September 2004) was organized by the Dutch government during its EU presidency in close cooperation with the European Commission. On 29 September 2004, two preparatory workshops on initiatives to enhance career perspectives for researchers in Europe were held at the Ministry of Education, Culture and Science. The outcomes of the workshops were presented and discussed on 30 September 2004 in a plenary session on the international mobility of 'brains': the mobility between the 25 countries of the EU and the other regions of the world.
The following issues were discussed during the conference:
- how to attract talent from all over the world
- how to remove obstacles to mobility
- how to create the necessary conditions for appealing research careers
The conclusions and recommendations are available for download. See more information.
Special attention was paid to the removal of obstacles for third-country researchers wishing to enter and stay in Europe. The proposal for a directive on the admission of third-country nationals for purposes of scientific research is also available for download.
